--im not sure if they added this after but the full term says "Only 2 vouchers may be used per table; *****4 or more adults can only use a maximum of 2 vouchers at one time*****" so you would need 4 people (or more) to use 2 vouchers.

--it would seem so. i think the statement just means that the tax will be calculated on the total amount before the deduction.
